Total Resilience Consulting partners with government, higher education institutions, non-profit organizations, and corporations on critical projects that strengthen organizational readiness and resilience, business continuity, enterprise risk management, safety, security, and compliance. Agencies have partnered with Total Resilience Consulting to develop emergency management and supply chain resilience plans; engage c-suite executives and stakeholders through innovative and informational workshops and exercises; conduct comprehensive assessments; and evaluate compliance.
Devra Schwartz, principal consultant and founder of Total Resilience Consulting, is a crisis manager and public safety consultant with 25 years of experience serving across sectors, leading and developing staff, planning for and managing emergencies and large-scale events, and innovating new technologies, strategies, programs, and partnerships to optimize organizational impact. Ms. Schwartz is a results-driven executive recognized for exceptional leadership, strategic thinking, and unwavering composure during high-pressure situations.

Ms. Schwartz began her career in crisis management at the City of Los Angeles Emergency Management Department. Throughout her time at the City of LA, she led the development of emergency plans (including the City’s first Recovery Annex), coordinated exercises, participated in activations of the Emergency Operations Center (EOC) and Multi Agency Coordination Center, managed grants, created innovative programs like the localized Logistics Capability Assessment Tool and the University Consortium, provided trainings to City EOC responders, and instituted the award-winning Emergency Management Intern program.
Prior to her founding of Total Resilience Consulting, Ms. Schwartz was the Vice President of Safety and Security at Loyola Marymount University, where she led a team of 60 professionals in addition to contract employees in comprehensive safety, security, and crisis management functions, including environmental health and safety, security technology and access control, public safety, and emergency management. Ms. Schwartz served as the Vice President of Operations at the LA Homeland Security and Advisory Council (HSAC), where she led programmatic efforts designed to enhance the resilience and preparedness of the greater Los Angeles region.
Devra Schwartz earned her Bachelor of Arts in Legal Studies at the University of California, Berkeley, and her Master of Science in Strategic Planning for Critical Infrastructure at the University of Washington, Seattle. She earned certificates from the Harvard Executive Leadership Program in Leadership in Crisis for Higher Education, Texas A & M Education and Extension Services in Enhanced Incident Command and Wellesley Higher Education Resource Services in Leadership. Devra is HSEEP (Homeland Security Exercise and Evaluation Program) Certified, and has completed dozens of certificate training programs offered by FEMA, the Center for Disease Control and Prevention, and the Department of Homeland Security.
